How did the shop owner misexplain the form? When you stick a "but" in your sentence it means you don't "totally believe" in what you are talking about. "Watch lists" have no place in America. PERIOD

Watch lists are a bullshit way for the government to keep a eye on the sheep. Most people with mental illness are harmless, to themselves and others. The only time mental illness comes up is when some whack job shoots up a theater or a elementary school.
It would depend on why she was kept 8 days. The instructions on the Form 4473 say "A formal commitment by a court, board, commission or other lawful authority". It also lists exceptions to that prohibition. So, we don't have enough evidence to say if she lied or now, but I in absence of other info, I would guess the sale was legal. She might need to check state law as well.
