I do know a much about the U.S. Naval history/traditions, etc., but I can recall a few conversations with WW2 veterans when the female presence aboard ships began to be commonplace. The term I heard used more than once on several occasions after much scoffing was "floating whorehouses".
Judging by the massive scale of it, the unlicensed (e.g, crew, not officers) females in the Military Sealift Command are doing Yeoman business trading cash and watchstanding duties on military cargo ships in exchange for sex. It's an open secret, and the common denominator is that the women in question are almost exclusively minorities from Jacksonville, which suggests that they're either managed professionally, or there's a mama-san somewhere who is recruiting her friends and associates as an alternative to being pimped out.
