Looks like what is known as a glider kit, but they come without engine, transmission or rear ends. Whatever the story, somebody has some splainin to do.
My guess due to no wheel sets being on the axles: Partially assembled chassis that came off the transport and good speed and since nothing had been torqued down tight, it just came apart as it sledded down the interstate.
That metal in the foreground is an outrigger. Like a crane or heavy wrecker has... Whatever it was, it underwent a catastrophic fastener failure event. Texas Fred
