I would have guessed it was born in one of the 'stans

  2. If memory serves (but often doesn't these days) I think this might be a version/example of what is called a "bulldog calf" by those who raise cattle. Supposedly, calves born like this usually are stillborn, die at birth, or soon after. If that is what this is, it isn't common, but it won't make it into Ripley's Believe It Or Not or the Guinness Book.

    I've read that there have been some lambs born from sheep inseminated by humans (usually by the "muslim method"), but I don't know if that occurs with cattle, although I wouldn't be surprised to find out that there are whole herds of these in Afghanistan and Pakistan.
