They didn't create anything. Took parts on the civilian marketplace and screwed them on. Reason most civilians don't have one with a short barrel is the tax stamp requirement. The QRB has been around for years.
When I first saw it, I though it could pass for an AR pistol with the exception of the stock. I think this would be a a great E&E weapon compared to some of the more anemic ones of the past.

We used to have a hell of a time with the First Aid Kits in our airplanes, because of the rumors of them having morphine. (They didn't, and the PR's kept having to repack them if a broken seal was discovered.)
a downed pilot doesn't need a rifle. he'll get himself a few mags deep into trouble thinking he's now suddenly in the army and get shot.
