Give flying lessons off the top of ten story buildings like they do in Arabia. I know, messy, but delivers a powerful message, although it reportedly doesn't alter behavior as they have to keep making new examples.
I suppose you could wrap them in several layers of plastic wrap. like they do with pallets of boxes to prevent shifting, which would cut down on the mess, maybe.

When even ridiculously over the top parody cannot be identified as such by a substantial portion of the population, as evidences by comments here and the credulous response of the councilors, AND the consequences of throwing the guy out of council chambers for wasting everyone's time for non-serious shit, whether parody or real, would be serious and real, our society is ruined. It has ben ruined because of fifty years of continuous bombardment of normal people by leftist propaganda via media. We were too busy, and too comfortable to take the time to attend council and school board meetings and say no to this 20 years ago, and now we're too weak and afraid to stand up to the tyranny of the perverse.
I suspected this was parody, but after so many wacked-out leftist diatribes, I can see why many would think these guys are mentally deranged and trying to be serious.
To everyone who considers people who thought this was real idiots, what has the left done to indicate that they are not capable of acting in this fashion? The reason it works as a troll is that we have all seen video of behavior just like this at colleges and protests. They post over the top videos of themselves ranting about stuff all the time.
