This would be just !ike nude beaches where the people who are actually naked are the ones you DO NOT want to see... naked OR clothed. With RARE exceptions the only tits you'd see would be on the hambeasts and mayo tankers. Beautiful women know enough to keep the goods under wraps, it increases their value.
I have to echo the above sentiments. Many years ago was at a Club Med in Mexico. None of the good looking woman went topless. Just the 75+ year old women with sagging ugly breasts
