CW2 will not being the same as CW1. It will be attacks to kill Large Urban Areas where government, corporations, colleges, and people are. This can be done in rural or by distance to kill power, communication centers, water, rail, and later highways. Communication Centers are such as AT&T hubs or Verizon hubs, that both people and the government uses. Some are in urban areas but some are outside or in smaller areas and are lightly manned or not manned, and can be destroyed within 30 minutes.

If you're intent is to try to overthrow a government with the support of the local populace, sending said populace back to living in the 1800's will not garner their support, no matter if they believe the government should be overthrown or not. It'll just piss them off. Attacks have be specifically targeted, at least initially.
Think government buildings and people, not infrastructure, unless said infrastructure can be disabled in such a way that it can quickly brought back on line, but that the managers can't figure out what's broke.

Several years ago (10+) a substation for San Jose CA was attacked. The attackers knew what they were doing. They shot the oil pan of the transformers. Apparently transformers aren't sitting in a warehouse somewhere. They are made as needed and could take 7 or 8 years to manufacture. Security cameras were pointed inward towards the transformers. The cameras DID capture some of the flashes on the peripheral from the guns used. The authorities acknowledged this has been happened periodically for a number of years. Since the authorities know about this perhaps the FBI thought they'd run some sabotage for the sole purpose of blaming conservative citizens. You know, the ones they call toothless mouth breathers.
Obama, Soros and Schwab want civil unrest. It will be the antifa/BLM rioters, the third world low IQs when their SNAP cards can't get food because there is none to buy and ordinary citizens defending themselves and their homes from the invaders. 2 years ago preppers suggested stashing food, a clean source or treatment of water, arms and ammo, cash in case electric grid goes down. Interesting coincidence: a couple of months ago in several large cities, in minority neighborhoods, the grocery store payment system didn't accept SNAP. Gov never explained what happened. Maybe it was a test to see if they could do it and how many people it affected. Sound tin foil hat? Well so did shadow banning at one time.
Intrusions are pretty common honestly. Crack heads stealing shit. Employees stealing shit. Homeless trying to stay warm. Have to dig deeper in the data, which companies won't provide (who wants to admit a security breach). More info is needed. It's stupid easy to take down the grid. It might be the far right/left but if any group realy had their act together we'd be fkd. It wouldn't be hard to orchestrate widespread damage.
