As a couple of the readers stated in the comments, that Stearns life vest could take the sting out of non-lethal rounds, help with baton strikes, etc., but in the end, I figure it is all about looking good for him. I also would wager this Liberian cat his been his hero for years.
Well, in a pinch it's gotta help a little bit against rubber bullets.
