I think the biggest problem is the number of people who call up to report it. If you're a cop, what are you supposed to do? There will always be nervous nellies busybodies who just have to report a crime and the police to have to be careful that some nutjob is not walking his way over to a gun free zone for a bit of afternoon target practice.
Maybe the calls to the police should go something like this
"are they shooting anyone Ma'am?... no?... so I guess there is no problem then"
and
"well, if they do start shooting someone, you pull out your own gun and shoot them back before they hurt someone, then give us a call"
